For a distribution company, it is either by way of energy consumption - reduce your losses (which you must be at minimum) or by enforcing contracts to your suppliers to supply items that use less carbon to make them (i am not sure if this is acceptable by authorities but worth trying).

CDM is some sort of an agreed vehicle wherein several developed countries who have committed in the Kyoto Protocol to reduce their GHG emissions could either invest in a project that intends to reduce GHG emissions or buy carbon credits from other developing countries and use those credits to count as reduction on their commitment...

That's my initial assessment also. As a distribution utility, the obvious is to reduce losses, which then would reflect on the reduction in energy imported from the generation, thus reducing emission...however, loss reductions are normally compensated, especially in a performance based environment...unless the cost will be too high when compared to the probable benefit such that in economic point of view, you will not do it

Obviously, something needs to be considered other than minimizing losses. How does one go about determining the proper conductor size in an environment not governed by economics, but by environmental politics?
