I am not sure if I am in the correct forum here but hope that someone can help.

I am currently involved with a project that includes water flowing over a stainless steel (SS316) sheet (approx 1.5m tall x 0.9m wide).

Simple(!), but I have a mojor problem with getting the water to flow over the full surface. I think it is something to do with the protective film that new brushed/mirrored ss has on it. When I remove the protective film, I think somekind of adhesive is left behind. I have used solvent and detergent to remove any adhesive but to no avail. If I try an old piece of stainles that has been in the workshop for a couple of years, the water flows over the full surface of the sheet.

It is like there is some strange surface tension on the new sheet when the film is removed.

Any suggestions greatfully received.

The breaking of the water sheet indicates that the surface is dirty.  Usually this is caused by oil.  Your solvent may not be clean enough, or there may be residue from the process lubricants on your new sheet.  Use a hot alkaline cleaner on it and see if that helps.  You may need to scrub the surface to get it off.

I spoke to a friend of mine who works for a copmany that manufacture cleaning products and he advised me of the strongest alkaline product available in the uk (domestic).

I got some on this morning and cleaned half of the panel (left it on for 30 mins and swilled off with boiling water). The results were amazing - perfect water coverage!!!

You have really helped me out, I have struggled with this for hours now and £2.99 and some very good advice sorted it.

I should add my appreciation for the feed back also.   A lot of us post comments here that we know are true, but we don't always know if they are helpful.  It is nice to hear that things worked out.
