I'm assuming with concrete beams and columns?  Steel?

Define "fixity."  Stiffness in kip-in./radian?

Are you talking about the stiffness of flexible moment connections, or the difference between a pinned and a fixed connection?

Calculating fixity of column bases is dificult. We use a minimum of 9 anchor rods and either a very thick/stiff plate or sitffeners.  It's hard to have true fixity when anchoring to concrete.  I don't know of a resource that has a procedure to calculate the % fixity.  AISC design guide No. 1 gives procedures for anchor rod and baseplate design along with ACI Appendix D and PCA Notes on ACI 318.  "Design of Welded Structures" by Blodgett has the procedure for baseplate design for fixity using stiffeners.

There are many references for joint fixity and partial fixity. Salmon and Johnson "Design of Steel Structures" is a good reference. Steel Structures by Gaylord is good.  Look on Amazon for steel connections, there are many books there. If you want papers on partial fixity such as Type II wind moments and calculating partial fixity, join AISC and the downloads are free.  AISC is fairly cheap and the benefits such as downloads are worth the price.

See PCI DEsign Handbook, 6e section 3.6.1.  I don't know if it will be in earlier editions of the handbook or what section.  In the sixth edition it's listed in the index as "fixity of column bases".
