I have an anchor point that should be designed for 5000 Ibs as per OSHA , that will be based on factor of safety of 4. My question is, should i factor the 5000 Ibs or not ?, i found that some application factor it by 1.5.

In this area of work, Osha for the most part wants to see 4 to 1 on intended load. The 5000 lbf is not an intended load but the ultimate load it must withstand without failing.
Do you need a FS on the 5000 lbf? Well that depends on whether your anchor will be tested to hold the 5000 lbf as a minimum and how good you feel about your design.........
