can  anyone tell me about resources to determine if there is a good way to test welds non-destructive on SS materials from 1.2mm to 3mm thick mostly tubing, in exhaust applications? such as a working envelope for ultrasonic

I would suggest you investigate Eddy Current testing (ECT) in lieu of UT, for the range of thickness you mentioned.

I agree with Metengr.  Material thinner than 2 wavelengths or so creates headaches in UT.  ET should tell you whatever you need to know, can be quicker, and less messy (no couplant).
