This is a hollow cylinder, the end is partially cut at an angle and then the resulting face at any point needs to be perpendicular to the axis of the cylinder. (like an axial cam would be)

This model was done by cutting an extruded tube (that is only .0001" thick) at angle and then thickening it. Very close but I cannot see how to model it for real

Extrude a surface, split the surface with a plane, and thicken the surface.  I think that will get you what you want.
