Is a railing is required on top of a marine bulkhead, or a retaining wall? I have seen some that do and some that don't have railings.
The building code doesn't seem to apply to marine environments or retaining walls.

depends on the approving agency.  we have to put railings on 24" diameter culvert headwalls here (but only for the county and some cities). Usually the criteria is that if there is 3' drop or more and reasonable proximity to public right of way, the railing is required.
