At our refinery we have recently had trouble with Propane that is contaminated with water.  This is the first time we have encountered this.  We do not currently run any lab tests to determine the concentration of H2O in propane so we are inexperienced with the particulars.  I know that end-users of propane suggest using a Freeze Test Valve (small orifice) to determine the water content in accordance with ASTM D 2713.  Problem is that I have had no luck in finding a vendor that sells these special freeze test valves.  Any suggestions?  Are there any other tests other than the freeze test that will satisfy ASTM standards?

ASTM D 5454 applies to gas fuels.  It mentions analysis techniqes based upon phosphorus pentoxide, P2O5, aluminum oxide, Al2O3, silicon sensors, piezoelectric-type cells and laser based technologies.  COSA, GE Sensors and Ametek offer sensors suitable for moisture in propane.
