I created a viewport in Paperspace, Release 14 "plain vanilla ACAD". The model needs to be rotated in the viewport along a road surface so the road is horizontal on each sheet. I know NOT to rotate the model in modelspace... how do I rotate the model in the viewport on each sheet, do I use a view command, UCS changes ???

Try MVsetup
MVsetup,a(for align),r(for rotate),pick point inside your viewport, type in the angel you wish to rotate. Don't change to ms while performing this command. The down side to this (if I'm not mistaken)this will chang all the viewports in that layout to the spcified angle. Could be wrong about that though.

You set up a UCS in each viewport where the x-axis is rotated to be parallel to the new bottom of page.  Then VIEW PLAN on UCS and zoom to the scale you want.

You can use a command named UCSFOLLOW,  first you should mark a line in the direction that you want to rotate, then in PaperSpace you double click the viewport that you want to change and write in the command line UCSFOLLOW, this command needs to be active with the number 1,(It has a default value of 0),  then you make a UCS object and pick the line that you drew first,  al  the objects inside the viewport will rotate in the direction of the line. Finally you must back the 0 value of the UCSFOLLOW, because if you don't make it,  the viewport will regen to a 1:1 scale each time that you double click  the viewport in Pspace.   When you back to model space, you must use the PLAN current command, and the UCS world command to get the world UCS original position.
