I have an axisymmetric model that has axisymmetric and non axissymetric loads in NASTRAN
How can  apply the non axisymetric loads without a Fourier analysis>

Unless your loads are those of the 0th harmonice you can't without some sort of approximation assumption.  You'll need to use harmonic elements.
