My business partner has designed and patented a pneumatic tool to tie reinforcing bar as used in the construction industry.  However we do not know if we are require to comply with any American Standards or Codes in regard to pneumatic tools.

Like hydraulic tools, the general answer is there are no standards or codes.

There are OSHA requirements for power tools, such as constant-pressure switch or valve (deadman valve) or sound level.  Guarding of the working end, if appropriate.  I do not believe you will find a specific code or standard for powered rebar tying tools.
