I am trying to dimension (in a drawing) to the tangent of a hole. But the dimension goes to center of the hole. Is there a way to dimension to a tangent without having to first draw a point on the circle?

RMB the dim, select "Properties".  You will see options for center, min, & max.

Check the Help > Index file for dimensions, between arcs and circles

If you want to select the tangency of a circle while adding the dimension hold down the Shift Key when selecting the arc.

It's always better to select arcs rather than center points because you get 3 times the options with Min Max and Center and these can be switched at any time.
