This is pretty simple question but I can't remember the reference...dowels in masonry walls that start in a lintel beam above an opening should be hooked in the lintel beam, right?

If the lintel beam has shear reinforcing that will be hooked.  If the lintel is 16" or less, I would 90 degree bend with a 6" leg any dowels into the lintel. If the lintel is 24", I would not use a bend or hook as the development length in the lintel is long enough.  This depends on the type of load seen by the vertical stub bars too.  If the bars are connected to holddown (endwall tension steel), definitely hook the bars.
