Is GROUNDING necessary for Communication manholes(concrete type)?

That's normally specified by the owner's standards. Typically yes. What type of communication cabling?

If the covers are metal, they may need to be grounded, per the latest NEC.

the cabling is fiber optics.

If there is no metal sheath or jacket and no power wiring, I would say there is little need for grounding. If the cable has a metal sheath that is exposed in the manhole, telco's typically will want it to be grounded in some manner
