ASME STS-1-2006 section 4.4.5 talks about circumferential compression in stiffeners.  
I'm trying to understand this section and have some questions.  

Section 4.4.5(a) - Is the moment of inertia based on a section of "the stiffener + 8*t of projection beyond each side of stiffener"?
That is, for ring stiffeners, the section shape effectively is a "T" section.
When cut the cylinder in half, we will get two T sections mirrored at the center line of the stack.  Is the Is+p refers to "one T" section and taken the "I" to the neutral axis of the T section. Or is it the "two T" section and neutral axis at the centerline of the stack?

What is this equation 4-14 really means? I'm trying to derive it from stress=M*Y/I=E*strain.  But that means D became the span and q*ls is the uniformly distributed load.  This seems odd to me and I'm not sure if I'm on the right track.

Section 4.4.5(b) Equation 4-15 - Similar question as above, is the As+p the area of one T or two T section.

Since there is no commentary for STS-1, are there other references that talk about circumferential compression in stiffener?

Any input would be greatly appreciated!
