Can anyone send me a pdf of this section.  Im being held to this standard by a customer for an ammonia vaporization system and we normally deal in B31.3 or similar; not API so this is not a standard I have on-hand.  

Specifically I wish to know if this excludes the use of FCAW for attachment welds to pressure retaining items.  Its nothing fancy just plain ole 304 SS.

Any help is appreciated.

You need to see the standard to review all of the associate notes and commentary.  However, Table 5-1 reflects Diffusible Hydrogen Limit for FCAW Electrodes.  The columns include specified minimum tensile strength for the electrode per AWS A5.20 or A5.29 and the Maximum diffusible hydrogen designation such H4 etc. followed by notes and commentary.  I know nothing about weldments but can verify that FCAW is not completely excluded based upon this table.  Find a copy of the standard at an engineering college or University Library.
