Might anyone know if a Pennsylvania state or county (Bedford County) fire code is in place that requires a *minimum width roadway* (in this case, a natural gas compressor facility access roadway from a secondary state road) where it could be considered a *dead-end road*.
As an example, New York code requires a minimum width of 26 ft. where the length of the road is greater than 700 ft., capable of a 75k load and a turn-a-round is provided (i.e.: hammerhead, culdesac or the like).
Any assistance greatly appreciated.

You need to start at the township level. They should have a code official, zoning commissioner, etc who can advise you. County governments in PA usually don't deal with these issues.
