Each PSV is planned to inspec every year.

If we design to have 2 PSVs are installed with 100% capacity(for on-line maintenance), one on-line, on-standby.Can we extend insection schedule to every 2 yrs?

My idea is we can't, we have to inspect all PSVs as sch., but I can't find in API.

If u know what API part, pls inform.

I'm sorry, I mean testing, not inspection.
Are there any rules in ASME state about testing frequency of stan-by PSV ?

No ASME Rules.  Recommended 6 month to 24 months based on History, per ASME Sec. VII, Recommended Care of Power Boilers.  On required test is for Organic Vapor Generator which is ASME Sec. I, Part PVG, Annual Test and Repair if Necessary.  

API 576, Sec. 6.4 Calls for Max 10 years between Inspections.

NBIC (National Board Inspection Code) has recommendations for frequency in RB 3560, f.
Pressure Vessels and Piping Frequency of test and inspection of valves for pressure vessel and piping service is greatly dependent on the nature of the
contents of the system and only general recommendations can be given. Inspection frequency should be based on previous inspection history. If valves are found
to be defective or damaged by system contents during inspection, intervals should be shortened until acceptable inspection results are obtained. With this in mind, the following frequencies are suggested.

Service Inspection Frequency
Steam ........................ Annual
Air & Clean Dry Gasses ....... Every three years
Propane,Refrigerant .......... Every five years
All others ................... Per inspection history
