I was helping a friend recently with a resume. And I determined that just about anyone can be 'qualified,' but to be 'certified,' you had to have a piece of paper to back you up. Am I off base? What's the correct answer?

I would add that possession of a piece of paper doesn't necessarily mean that holder is really qualified.

In a strict technical sense, certified means you have a certificate of some sort.

How about licensed then? having a license (as a PE for the sake of the example) doesn't mean qualified either, does it?
There are gazzillions of certifications available today, certified manufacturing engineer, certified engineering manager (?!), certified hydaulics engineer, to name just a few but just one license as I'm aware of, Professional Engineer.
What are yout thoughts on this?
