hi, Im writing about the instabilities in boilers and reboilers but haven't found much information on reduce the instability, could anyone give me some advise???

Maybe something less general.

I'll start the list, it may get long.

Control system that add the liquids or let the vapours out being miss tuned.

Flood in the column.

A build up of heavies in the bottom of the shell on a reboiler.

can you please give me some more info on fuel heat content changing? i dun quite familiar with this.

Variations in fuel heating value will be dictated by your fuel source.  If you are burning an off gas from various units the operation of each unit will alter your gas.  If you are burning a slop oil or waste organic stream for fuel it will depend on what is being feed into the supply line.  If you are using only natural gas I doubt you would see any variations of significance.  Same if you are using a specified fuel oil that remains constant.
