Has anyone seen this type of construction.  House in Florida, built in 1986, has 2x8 floor joists siting on slab on ground.

Any reason for this?  Is this typical in this area?  Does this type of framing have a name?

I have seen this a number of times. Some people prefer timber floors as they have a bit of give when you walk on them.

Also you can run services under the floor boards

They are called "sleeper" joists.

Hopefully, they are pressure treated and the space is vented.
