During Clear Flood operation injectors are turned off when a high a TP signal is detected by the pcm in ignition on engine off state. My question is how long are the injectors turned off for? or are they off until a threshold of xxx engine RPM is reached?
I don't feel like taking the rail off to find out the answer :)

Usually until the throttle is released.  If the engine drys out enough to start combusting the first thing people do is take their foot off the throttle.
