I would like to find out what's the easiest way of creating a 3d random surface.  By random surface I understand something like a terrain, but I would like to specify the a minimum thickness (depth), a maximum thickness (height) and a rectangular area to create the surface. The "hills" and "valleys" should be generated between these values without any discontinuities.

Is there anything in solidworks that might be able to generate this surface? Is there an add-in that might do this?

SW can create a surface from a point-cloud which can be imported from Excel or CSV file. So you would have to create the random points in Excel or similar first.
