Presumably, the IEEE Reliability Society publications would have that sort of stuff.  There's both a Transactions as well as a yearly Symposium proceedings.

For high power LED, why the temperature of silicone can reach around 200 degree C although the die temperature only around 100++ degree C?

It is probably as simple as the thermal resistance from the LED diode junction to the case temperature (base of the LED die).
