Anyone know the rules for determining allowables for a material not listed in Section II part D?
This is a high temperature Ni-Cr-Co alloy - Nimonic Alloy 263.

If it is not listed in II-D then it cannot be used for code stamped construction.  If it is for B31.3 (Piping) then there is guidance for determining allowables on 302.3.2.

The ASME VIII Div 1 BPVC allows you to use any legitimate material fabricated for use in the pressure vessel industry, anywhere in the world (including China), provided that the Clause UG-10 and UG-11 requirements are met. Nimonic 263 material code is W 2.4650, UNS N07263; BS HR10, HR206, HR404; SAE AMS 5872; WL Nr. 2.4650; AFNOR NCK 20D; AECMA Pr EN 2199-2203, 2418.

Provisions UG-10 and UG-11 are not intended to be a method to circumvent materials listed in Section II, Part D with published allowable stresses. Certification of unknown material and permitted use as "pressure retaining materials" are two very different concepts.

If one wants to use a material for pressure retaining service, it must have allowable stress values listed in Section II, Part D OR submit a code case. If one wants to use a material for trim or non-pressure retaining this is different and UG-10 could be used provided the material conforms to a recognized specification or can be certified as being equivalent to a known material specification.

Section II, Part D, Appendices 1& 2 give the basis for determining the allowable stresses for materials listed in Part D. One may use the procedures provided in these appendices to estimate the allowable stresses for new materials, BUT the allowables so derived can NOT be used for designing pressure retaining components. As metengr stated, "If one wants to use a material for pressure retaining service, it must have allowable stress values listed in Section II, Part D OR submit a code case".
