how would you calculate whether you need a vortex breaker in a cylindrical water tank

Whats to calculate?
If you are referring to a nozzle that  is the pump suction line nozzle, then Yes! you need a vortex breaker, period.
End of discussion.

There is no rule that states you need a vortex breaker in a circular tank.  To use or not to use comes down to an engineering decision based on many variables -  tank size, pump out rate, position of the outlet pipe and its configuration, location of the pump in relation to the outlet, experience with similar installations etc.

The back of th Goulds Pump Manual has a technical secion which includes calculations to determine weather or not a vortex breaker is required.  

Contact your local goulds distributor and ask them to send you a copy. They will likely send it for free.
