Yes, just be sure you're in PS when you xref the titleblock.

WHAT ABOUT IF ITS IN THE SAME DRAWING JUST A DIFFERANT VIEWPORT?

Title blocks don't really belong inside viewports.  I usually right-click a paper space tab (on the bottom of the screen), copy it to the end, then either use or erase and start over with new viewports using MView.

PS - All upper case messages are akin to SHOUTING....

Actually, xref'd titleblocks can be very useful, if you update the date or project name in the titleblock drawing, all sheets are automatically updated. Just make sure your sheet numbers are individual pieces of text. Also, by definition and eXternal REFerence is a different file, so you can't reference the same file you're working in.
