I have a question about how I would electrically interconnect the nozzle of a 55 gallon drum to a plastic bottle that is being filled with a high solids / acetone(30%) glue?
OSHA states in 29 CFR 1910.106(e)(6)(ii): Class I flammable liquid(s) was dispensed into containers without electrically interconnecting the nozzle and the container.

I understand the caution for static discharge starting a fire with a flammable material. But if the 55 gallon drum is grounded, the operator grabs the nozzle and begins filling a plastic bottle shouldn't that be good? I can't find any instance of grounding a plastic bottle or any examples of how to do this, and the OSHA area director had no explaination other than I needed to contact the manufacturer. Well the manufacture says they don't know of any way of grounding a plastic container. And I asked them how they transfer there glue from larger containers to glue bottles and they use a ball valve (in violation of 1910.106(e)(2)(iv)(d) I might add) to a drum that has a ground wire, but with no electrical interconnection.

Can anyone help me figure out what or how to get this issue vacated from my citation?

seperate grounding and bonding or interconnecting. They are different.  You can be bonded or interconnected and not be grounded.  Think about it. grounded to the ground and their is no electrical potential between the object and earth. bonded so their is no potential between the two objects.
