I am to test a steering system. What would be the maximum lateral force applied to a rack and pinion component? Or for durability, a constant resistive force applied to a rack or a heavy truck steering gearbox pitman arm. Any manufacture's specifications to reference?

You could work out what other manufacturers use by reverse engineering their designs, or talking to your suppliers, or figuring out what loads any broken parts you have, saw.

The broken, bent, or buckled parts approach would be the most accurate. Admittedly not very scientific, but the steering box should basically outdo anything the tie rods and/or joints can do.
