Anyone know where I can find the formula for a moment connection from a square tube onto the face of a perpendicular square tube.

The connection is not seismic and supports dead and wind loads.

I cant seem to find it in the HSS connections manual.

Sorry, yes it is the formula for the welded connection that I am looking for.

There is a formula that allows for the flexible web effecting the stress distribution.

AISC 13th edition K2.3e may be what you're looking for.

There is also a Eurocode which covers this, its British national version is Eurocode 3: Design of Steel Structures, Part 1-8: Design of Joints, BS EN 1993-1-8:2005. It is covered in section 7 if I remember correctly.
