Right now, there is no possibility to download any of FMs, if you are not a US soldier.

Sorry, what does this have to do with the original post?

And your assertion is incorrect for US Field Manuals, if that's what you're alluding to.  Only certain specific publications that are of a sensitive nature are barred from being downloading.
