I need some help, I am a bit lost , please....I shall explain:

I always though that for API 650 the maximum internal pressure is 2.5 inches water column or 25 psi!!
( by the way is it GAGE or ABSOLUTE ??).

1/-Is this limit of 2.5" water column correct ?

If pressure is a higher then above  One has to use appendix F.
And also watch out the vertical component due to this pressure ? Pressure * Tank section area.

2/-I have seen lately an API 650 tank data sheet with
design pressure = 1013 mbarg    ( gage (  
This is equal to 210 psig

Is this normal or is there a mistake in my interpretation
This > the 2.5"water column or not !!

API 650 internal design pressure limit is 2.5 PSIG. The external design pressure limit is 1" WC.

1 bar = 14.5038 psi

You need to re-evaluate your conversion and decimal point location. Perhaps you mean 1.013 mbarg and not 1013 mbarg? 1.013 mbarg would give you about 0.41" WC.
