What is the best way to model a rectangular plate in rotation with a moment?

The plate it attached to a base with screws and I want to test the plate in rotation.  

Where would I put the moment...how can I add a moment to one end of the plate and have the rest of it fixed?

Rotated with a moment...I want to measure torsional strain.
