Can anyone help with questions pertaining to API 686.

I have received an RFQ for an ASME B31.3 system with a requirement for cleanliness to API 686, Chapter 8, Section 3.  As we are primarily an ASME shop, we do not keep all API specs on hand.  

From the online information I have found I believe this spec pertains to mechanical and/or rotating equipment.  I need to determine if a system with no rotating equipment (i.e. pumps, blowers, etc)but only piping is within the scope of this spec.

Any help is appreciated.

API 686, Chapter 8, Section 3 is titled "Lubrication System Installation".

There are sections pertaining to Mechanical Cleaning of Piping (3.4) and Chemical Cleaning of Carbon Steel Piping Systems (3.5).  Section 3.1 - Receiving and Protection may likely apply as well.

You may very well be required to clean and protect the piping for a lubrication system used for rotating equipment.  It may be beneficial to have this Std in house as there is useful information pertaining to QA/QC work - just a thought.

This section is ~10 pages in length.
