Does anyone know, how can I assign a Law for width of the surface.

What sort of law would you like?  I see a rule created from Knowledge Advisor.

Actually I need to have a eliptical surface but i must be folded like the picture.

Make a Swept surface, with the Line profile. Use a Law to control Length1 or Length2 to control the surface width.

just read your second note about the eliptical profile:

1. use the SWEEP with Line profile to define the Law-based flat surface first to define the surface widths

2a. then use the SWEEP with Explicit profile to sweep your elliptical cross-section through the guide curves (the boundary curves of the flat surface)

or,

2b. use the SWEEP with CONIC profile to define the elliptical surface based on the flat surface boundaries.
