When designing the anchor bolt for a strap style concrete or masonry wall tie ( Simpson LTT20b, etc.)do you typically consider the effects of prying on the bolt tension?

Yes, definately, I would normally just analyse it as a propped cantilever to get the increased load.

They may also be required to support the panel during a fire event and this needs to be designed for including the reduced capacity of the bolt at high temps.

I don't.  I believe the Simpson holddowns are designed for this.  Look at it this way--the actual tension force in the anchor bolt is equal to the uplift in the stud.  The moment due to the eccentricity between the anchor bolt and the stud is resisted by all the screws into the stud, not by additional tension on the anchor bolt.

I didnt read your message right, for some reason I was thinking of a beam to support the top of an industrial precast wall.

Trying to do too many things at once.
