we study new project for value engineer we face isolated footing with top bars 6 bars per meter  diamter 12 in two direction the height of buidling is 40 meter

i see the top bars in not requeried as per ACI but the deigner for the project said that it is seismic requeried

i doubt in that the number of the isolated footing is 1500 footing so we can safe much money

i appericate any comments

What section of ACI 318 precludes the use of top bars in footings...particularly if structural analysis dictates that they are warranted?
