When welding a #10 Grade 60 rebar to an A36 structural steel embed plate, which AWS certification is appropriate?

There has been contradictory opinion that it is either AWS D1.1 or AWS D1.4, heat the bar/don't heat the bar, use special filler metals/special fillers aren't required.

Help is appreciated, additional backup info will be provided as requested.

Unfortunately I'm not in my office, but I believe D1.4 is the appropriate welding standard for your application.

The welding procedure would be qualified per D1.4 by welding two rebars to a plate. One bar welded on each side of the plate directly opposite each other so that the tensile test would not cause any racking of the weldment, i.e., a direct pull, when tensile tested.

The welders would also be tested using the tensile tests.

The number of tensile tests would be different for the procedure qualification and welder qualification.

In each case, based on your description, the welds would be complete joint penetration groove welds.  

The rebars and plate material would be of the same material specification as that used for production.
