Has anyone been able to obtain impacts of 20Ft-Lbs @ -70°F for A537 class 1 or A516-70N in the weld and HAZ using ASME section IX, A# 1 filler metal?

Yes, on thin wall (.219") & post weld heat treated using ER70S-2 and E7018-1 weld filler metals. Could not consistently meet the same without PWHT in the HAZ. Note that while subsize specimens were used, temperature reduction was not required. Heat input was less than 27 KJ/in. The same heat/batch of weld filler and plate materials were used for qualification in both the PWHT and as-welded conditions.

The coupon was not below 80% of the maximum size obtainable. Refer to 323.3.4 (b) of ASME B31.3.
