I have a part with a tapped hole. the part file has cosmetic thread, and the part drawing has cosmetic thread. My assembly drawing does not have cosmetic thread. Is there a setting that will turn cosmetic threads on in an assembly drawing?

Try View > All Annotations

That is only available in a sldasm. I am trying to show the cosmetic threads in a slddrw of an assembly.

In a drawing of an assembly you have to insert the cosmetic threads through   Insert>Model Items

Tools > Options > Document Properties > Detailing and set Cosmetic thread display to High.
