I have always heard that you do not stick arc weld on a hardened bolt such as a Grade 8.
What nationally recognized document would tell me that(i.e. ASTM AWS etc.)?

I don't know which document tells you not to weld, but the minimum tempering temperature for a grade 8 fastener per SAE J429 is 800F. The heat from an arc weld would likley exceed the min temperature and result in softening of the fastener.
