how do you convert 2d contours into a 3d surface model? can it be rendered by using visualization tools?

my goal is basically turn a 2d site plan drawing into a 3d model with materials attached in the drawing like grass,trees,brick walls,etc. for a perspective view presentation drawing, maybe a fly-by simulation if I have time.

What package are you running first off? Geopak, Inroads....etc.

Just running off a Microstation V8. We also got Eagle Point, but I want to stay away from that for now, but if it needs be, I can use it.

First, create a new dgn with a 3d seed file.
Next, reference the 2d file to the 3d file.
Copy the contours into the 3d file.
Change the elements to thier corresponding elevation.
Make sure that your elements are polylines.
Go to Tools>Surface Modeling>Create Surfaces.
Here you can take and interpolate between sections, and all kinds of cool tools you can use.
