Does anyone have an equation from the Pressure Vessel Research Council for gasket seating stress?  I have looked at a couple of references and have found a couple of equations that do not match.

I'm not sure you're going to find one.  In my experience a seating stress is already specified and that stress is used to design the flanged joint and select the gasket type and material.

Probably be wise to post your question over in the pressure vessel forum.

I believe the gasket seating stress values are determined experimentally and also based on past experience.  The values listed are suggested values and the designer may use other values if he has good reason to do so.

The gasket seating stresses and the gasket factors are listed in table 2-5.1 of Appendix 2, ASME VIII Div.1. Those are conservative values and accepted for the design of the flanged joints.
However, I have been successful with the AI in adopting other values supported by the reputed gasket manufacturer (Klinger in this case), allowing a significant design reduction and cost saving for that particular flanged joint design (channel-tubesheet-shell flange design). Unfortunately, there is no formula available for you to calculate a convenient gasket seating stress and factor, these have to be either code allowable or guaranteed by the reputed gasket manufacturer in your area.
