Can some refer to me a resource for calculating venting requirements and analyzing venting rates? I have a spec that indicates the unit should be able to get from 760 Torr to 1E-05 Torr in one minute. Isn't this rate dependent on the ascent rate of the launch vehicle?

Yes, and no.  While the external environment is indeed the limiting factor, the specification ensures that the equipment does not retain air and whatnot that can affect orbital dynamics later on.  If the same equipment vented very slowly after achieving orbit, it would cause an uncommanded torque which will burn-up maneuvering fuel to correct.
