What's the best way to specify that bolts are for a slip critical connection and that threads should be excluded from the shear plane?  I looked around a bit but didn't see use of A325-SCX so I presume there's a more preferred method.

Do you really need these?

The threads excluded bolts are often much more expensive as they have to specifically order them for each connection plate thickness.

It may be cheaper to order threads included but higher diameter.
