Hello: I am looking for any type of advice on bonding acid etched teflon to A36 carbon steel plate for pipe shoe sliding plates.

You tell us nothing about your application.  How do you expect to get any advice beyond "use glue".

You might get yourself a copy of ASTM D6465-99 Standard Guide for Selecting Aerospace and General Purpose Adhesives and Sealants.  It contains an excellent overview of the types of things you need to think about when designing a bonded assembly and selecting an adhesive.
