There is a situation where some intermediate ties have been left out of a column.  The spacing between the corner bar  the next bar is about 7". Code max is 6". Is there an analytical way to discount the contribution of the bar to the strength of the column?  Assuming the bar is not there is one way and but there has to be something between 0 & 100%.

Is it a 7" spacing or 7" clear?  The code allows 6" clear, so if you have a 7" c/c spacing, you may be ok.

Check ACI 301 to determine allowable tolerance in steel placement.
