ATEX installation certification

(OP)
We are a machine OEM and sometimes need to meet various IEC haz. area requirements for the equipment's final location.

Recent discussions revolved around competency certification for designers and shop installations.

Are there new requirements for certifying personnel who select and design 60079/Ex type systems?

What about certifying shop personnel who install instruments and the like on equipment destined for a haz area installation?

Is there specific testing and certification required by the IEC standards?

Thanks for your input.
