I have to design the (seismic) strengthening of a wood stud wall. The wall is 11’x 8’ with an opening at the center of 3’ x 4’. I don’t know how to compute the tension forces on the reinforcing straps located at top and bottom of the opening. The total shear force is 3000lbs.

Is that an 11' long by 8' tall wall and a 3' long by 4' tall opening?

If the dimensions is as GRV530 asked, then the easiest thing to do is design to shear panels on each side of the opening each with it's own holdowns.  You can add horizontal straps at the top and bottom of openings just as a bonus.  If you don't have the 2:1 aspect ratio required for plywood shearwalls in each panel, then you can consider a perforated shearwall design.

Actually, Plywood walls can go to 3.5:1, but you have to increase the applied load as the factor increases above 2:1.

How about using the APA perforated shearwall method.
