What is the best way to find the frost depth in Fairmont, MN?  We are installing a sump, and I'd like to keep the water line below the frost line.

Call the local nuilding code office. They can tell you what the local requirements for footings should be. - That would give you a good idea for the top of a sump.

Your local water authority e.g. will likely be quite familiar with “frost depth”  (I believe there is a geographical map of “extreme frost penetration” contained in  D100-05 "AWWA Standard for Welded Carbon Steel Tanks for Water Storage").
